Standerd Practices to be followed in RUDSET institute

Standard practices to be followed in a RSETI
I – Pre training activities
 Conduct at least 24 EAP’s in a year
 Follow all the laid out guidelines for conducting an EAP
 Conduct EAP’s every month
 Conduct EAP’s in different locations in the operational area of the Institute
 Generate a minimum of 50 applications in each EAP
 Ensure sponsorship of at least 80% of the applications by Banks / Government agencies/ External agencies
 Media coverage of each training shall be carried out before 30 to 45 days
 Conduct interview for all the training programs
 Conduct written test for higher skill oriented programs
 Call letters to the trainees for training shall be sent before 12 to 15 days
 Generate maximum applications for each training batch
 Coordination with DRDA, other government agencies, banks, NGO’s and other supporting agencies
 Conduct sensitization programs to bankers, Government agencies and NGO’s

II – Training activities
 Conduct all the training programs as per the approved training calendar
 Achieve 100% of the projected training program
 Conduct new/innovative programs every year
 Conduct skill up gradation, HRD and Rural development programs already approved
 Conduct more than 20 EDP’s in a year
 Train at least 750 BPL candidates in a year
 Conduct more than 450 days of training (under two parallel batches system)
 Average batch size shall be between 30-35 participants
 Obtain permission from the controlling office for any change/deviations in conducting the program
 Conduct training programs only as per the approved modules
 Display the time table in the notice board for each training program
 Maintain training log for each training program
 Sequencing of inputs shall be as per the course module
 Ensure coverage of inputs on behavioral aspects, Management aspects and launching formalities in each training program
 In house faculty to handle at least 50% of the sessions under general EDP and 30% under skill EDP
 Audio Visual aid to be used for all the training programs
 Ensure usage of adequate and quality training equipments and training materials for all the programs
 Submit post program report of all the training programs conducted, to all the concerned agencies
 Maintain proper batch wise training register
 Maintain proper attendance register of trainees
 Ensure punctuality in attendance of trainees
 Ensure 100% discipline from the trainees during and after the training hours
 Develop new teaching aid / teaching materials for each training
 Obtain feed back in a proper formal and file it properly
 Expose the trainees to extracurricular activities like Yoga, Shramadhan & Premises cleaning etc.,

III - Post training
 Maintain and update district / taluk / village wise index
 Maintain batch wise settlement register, finance register and sponsorship register
 Send follow-up letters to trainees as per guidelines
 Draw tentative follow-up schedule for the subsequent month
 Adhere to follow-up schedule
 Adhere to stipulation of minimum 15 man days of follow-up per month
 Follow-up the trainees once in six month
 Conduct follow-up through personal visits at least once in a year
 Record properly all the follow-ups conducted
 Maintain follow-up cards
 Maintain a register to note the visit of past trainees to the Institute
 Maintain batch wise files for easy follow-up
 Conduct quarterly post training evaluation and initiate steps for improvement
 Ensure documentary evidence for settlement
 Initiate new measures of follow-up
 Ensure complete and timely follow-up/hand holding support
 Ensure coverage of the trainees in any of the possible government sponsored schemes
 Assist the trainee in preparation and submission of a business plan to the financing bank
 Monitor and ensure timely & adequate credit to the needy trainees
 Support the formation of an alumni association on the lines of ASARE
 Ensure participation of past trainees in RUDSETI bazaar / RSETI bazaar concept
 Ensure a cumulative settlement rate of more than 70%


IV – General administration
 Ensure maintenance of cleanliness and hygiene in the premises of the Institute
 Ensure proper ambience of the Institute
 Ensure proper placement of name board of the Institute
 Be punctual in submission of returns / statements and correspondence with controlling office
 Display the office timings
 Maintain staff attendance register, movement register, leave record and staff files
 Ensure proper distribution of work, job rotation and maintenance of office order book
 Conduct LAC meetings regularly on quarterly intervals
 Conduct staff meetings regularly
 Ensure proper maintenance of furniture & equipments and maintain fixed asset register
 Ensure coverage of AMC and Insurance for all necessary equipments, furniture & fixtures
 Ensure permission for purchase of fixed assets from the sanctioning authority above the prescribed limit
 Ensure quality food to the trainees
 Maintain library books purchase register and issue register
 Periodically update all the accounts registers, ledgers and journals
 Carry out balancing of general ledger heads and tallying
 Ensure authentication of accounts, slips / vouchers by the director
 Ensure that the expenditure incurred under all the heads is within the sanctioned budget
 Ensure payment of staff salary, wages, HA and TA to staff are as per the existing guidelines
 Ensure statuary requirements of professional tax and income tax
 Ensure proper payment of honorarium to guest faculty
 Ensure maintenance of boarding charges register
 Ensure correct calculation and payment of boarding charges
 Ensure maintenance of telephone register of postal register
 Ensure correct calculation of revolving fund
 Ensure safe custody of slip bundles, cheque books, cash books bills and vouchers
 Ensure coverage of programs/success stories in electronic and print media
 Display action photo’s / success story in the premises in the Institute
 Ensure preparation of new success stories regularly
 Maintain a visitor’s book and record their observation
 The Director and successful trainees to participate in programs of AIR / Dooradarshan
 Ensure coverage of maximum programs under sponsorship from external agencies for mobilization of funds

Roles and responsibilities of the Director in a RSETI.
1. Creating awareness about the institute, its objectives and importance of self employment / entrepreneurship in the area of operation.
2. Conducting of EAPs jointly with Bankers, DRDA, Other Government Agencies, NGO’s for generating applications for different training program.
3. Selection of candidates for various trainings.
4. Imparting training to about 750 BPL candidates per annum identified and sent by DRDA or identified by RSETIs on their own.
5. Providing the second level of training if required (skill oriented training) effectively within the shortest available time.
6. Ensuring quality of training by providing good environment, training materials & equipments, effective inputs, good faculty, boarding and lodging facilities etc.,
7. In each skill oriented programme, the maximum number of candidates shall not be more than 30. In General EDPs, the number may be upto 50.
8. Effective post training facilitation & counselling the trained candidates.
9. The training offered to the eligible unemployed rural youth shall be oriented to promote sustainable self employment or wage employment in specific areas determined after due market scanning and shall endeavour to result in 70% of trained BPL youth getting placement in wage employment or establishing sustainable self employment.
10. The RSETI shall also ensure that credit linkage is provided to youth trained by the RSETI if approached by them. It shall also ensure that the list of candidates is sent to all Bank branches of the area and co-ordinate with them for availing financial assistance.
11. Liaisioning and organising sensitization workshops to Bank officers, DRDA and other concerned Govt. agencies, NGOs etc.,
12. Ensuring efficient management of the Institute.



Roles and responsibilities of DRDA
1. Identify all the eligible youth from BPL families in the District and submit the list of candidates to RSETI.
2. Co-ordinate & provide necessary assistance to the RSETI in selection of candidates, conducting the trainings effectively and also in post training follow-up of trained candidates.
3. During the training period the Project Director or APO shall visit the Institute.
4. Ensure timely reimbursement of training costs to the RSETIs
5. Shall ensure proper weightage as per SGSY/NRLM guidelines to the candidates of weaker sections like SC/STs, Minorities, Physically challenged and women.
6. Shall facilitate the discussions on the progress of sponsoring applications by Banks to RSETIs in various meetings like BLBC/DCC/ DLRC etc. The Director shall necessarily be invited to participate in the above meetings
7. Shall dovetail the credit with the subsidy component of the Government schemes wherever possible.
